  • Keep open communication lines with the Contracting Officer (KO), other CORs, customer, end user, and contractor.
  • Manages multiple priorities and provide technical recommendations/solutions to complex problems encountered during the administration of the construction contracts.
  • Communicates and coordinates with other technical and non-technical NAVFAC personnel within the corresponding Design Team, Facilities Engineering Command (FEC) Core, Public Works Department (PWD), and with other military and civilian staff at the assigned Installation, including all the respective Supported Commands.
  • Responsible for enforcement of technical and administrative provisions of assigned construction contracts. Executes duties in accordance with all applicable Federal, State, DoD, DoN, NAVFAC and other agency laws, guidance, policy and procedures.
  • Responsibilities include, but are not limited to: Provide support to pre-award teams by proving review of pre-final contract drawings and specifications (including technical RFPs) with respect to constructability and compatibility with actual field conditions.
  • Participate in pre-award contract meetings such as Technical Evaluation Teams (TETs), Functional Analysis Concept Development (FACDs) meetings and constructability reviews.
  • Coordinate post-award contract meetings such as post-award kickoff meetings, preconstruction conferences, partnering meetings, schedule acceptance meeting, construction design workshop (CDW), Facility Turnover Planning Meetings (NAVFAC Red Zone), and final inspections.
  • Review and accept contractor administrative submittals such as schedules, environmental protection plan, design and construction quality control plan, accident prevention plan.
  • Coordinate review and acceptance of technical 'Government-approved' submittals such as, shop drawings, product data, samples, design data, manufacturer's instructions, test plans/reports, certificates, and O&M data in a timely manner.
  • Manage contractor Requests for Information (RFIs) and ensuring timely responses are met.
  • For design-build and design-bid-build projects, ensuring effective communication and coordination between the project manager, design manager, contract specialist, the contractor, the project technical team, the client, and others as appropriate.
  • Visit construction sites to monitor progress and solicit input from the Engineering Technician/Quality Assurance (ET/QA) representatives, review CQC reports and attend QC meetings.
  • Provide technical solutions to unforeseen problems during construction.
  • Provide project status updates to senior personnel within the field office.
  • Providing Hotlist report and populate certain contract information required in NAVFAC enterprise IT systems (primarily eContracts) including project status updates to the Notes field, maintaining the current Planned Beneficial Occupancy Date (BOD) and identifying the Actual BOD, and other information required by field office and NAVFAC leadership.
  • Preparing property record inventory documents, DD1354 Transfer and Acceptance of Military Real Property and Disposal of DoN Real Property.
  • Completing required items to effectively close out a contract including receipt and delivery of as-built drawings, O&M manuals/eOMSI and warranty documents to the Supported Command/facility manager or local PWD, in accordance to NAVFAC Business Management System (BMS).
  • Prepare contractor performance evaluations in CPARS (Contractor Performance Assessment Reporting System) within the dollar threshold noted.
  • Provide update to supervisor, leadership, and customer as to the status of projects.
  • Support issuance of contractor requests for proposal.
  • Prepare RFP and an independent government estimate (IGE) if contractor entitlement exceeds the Simplified Acquisition Threshold amount for proposed changes.
  • Serve as the technical representative for contract modifications, claims and Request for Equitable Adjustment (REA).
  • Prepare post negotiation final documentation and wording for the contract modification including justification for cost and time involved within limits of COAR authority or in support of the Contracting Officer.
  • Provide technical analysis and support for contract modification/claims/disputes/terminations processing, negotiation and resolution.
  • Prepare Rule 4 File as backup documentation for certified claim and provide technical analysis for Request for Equitable Adjustment (REA).
  • Review and recommend approval of contractors' schedules of prices as the basis for payments and subsequent invoices.
  • Facilitate and attend contractor pre-bid project site visits.
  • Submit quarterly reports to the Contracting Officer documenting the contractor’s progress and identifying any problems/issues with the contractor’s performance and recommending possible notice or action to be taken by the Contracting Officer.
  • Reviews the contractor performance and process invoice submissions thru WAWF.
  • Maintain COR files as required by FAR 1.604 and DFARS PGI 201.602-2(v).
  • Maintain project files with utilization of eCMS.
  • Review Activity Hazard Analyses (AHAs) and ensure these are discussed by the prime contractor and their respective subcontractors prior to beginning each work activity or when a new work crew is to perform the work in accordance with the three phases of QC, in conjunction with the ET.
  • Review and accept Accident Prevention Plan, in conjunction with the ET.
  • Provide support to the ET in coordinating outages.
  • Take appropriate, timely action to ensure contractor compliance of safety and health requirements, including recommendations for dismissal of personnel due to non-performance or recurring violations.
  • Issue non-compliance notices for defective and non-conforming works.
  • Oversee and perform surveillance and quality assurance of contract work; oversee the QCM program is being fully executed for the project.

  • As the Design Manager, performs technical administration of designs, design management, and coordination efforts with other engineers and architects involved in multi-discipline projects. Plans and leads conferences and on-site design charrettes/Functional Analysis Concept Development (FACD) to determine functional requirements and develop concept designs for assigned projects. Identifies areas or risk associated with design and construction and develops mitigation strategies or alternatives.
  • Serves as focal point for submittal review and ensures comments are resolved and incorporated into the design.
  • Convenes, attends, or chairs meetings to determine the optimum course of action to resolve issues or concerns. Responsible for tracking the progress of projects to ensure that they are kept within construction budgets and that the drawings and specifications are completed within allotted design schedules.
  • Provides post construction award services (PCAS) including review and approval of contractor's submittals to determine conformance to requirements of contract drawings and specifications. Reviews and approves shop drawings, samples of materials and components, catalog information, certificates of compliance, Value Engineering Change Proposals (VECPs), and provides technical responses to Requests for Information (RFIs).
