Lead Police Officers, typically called Shift Sergeants, serve as the principal assistant to the Watch Commander in overseeing the provision of Law Enforcement, Physical Security, and Antiterrorism during the assigned shift. This position is responsible to their supervisors for ensuring that the work assignments of employees are carried out by performing a range of duties such as:

  • Distribute and balance the workload among employees and conduct follow-ups to ensure tasks are accomplished. Address personnel concerns that will affect their ability to fulfill their duties.
  • Create a shift Watch Bill to ensure proper manning for entry control points (ECPs) and patrol zones. Be flexible and quickly adapt to different situations if concerns arise.
  • Maintain the orderly running of the installations' daily operations, such as high traffic times and gate openings, and make day-to-day adjustments according to established priorities that may arise.
  • Ensure employees comply with shift requirements for arming and Personal Protective Equipment (PPE) and are provided briefings on installation security posture, safety, and deadly force use.
  • I act as a Lead Field Training Officer (FTO) to help increase all shift personnel's knowledge and skill proficiency. I continually monitor and document personnel's progression so that I can tailor training to their specific needs and address weaknesses to improve their jobs.

Notable Accomplishments:

  • As a Lead Field Training Officer and qualified Watch Commander, I have trained and mentored 50 civilian and military personnel, resulting in them meeting and exceeding their qualification requirements for their pay grades or position descriptions. The personnel I trained are from Naval Base Guam Security and Marine Corps Base Camp Blaz Provost Marshal Office, and their qualifications range from Sentry to Patrolman, Chief of the Guard, Patrol Supervisor, and Watch Commander.
  • I served as an OC Instructor for a Naval Base Guam Security Guard Academy, exposing ten personnel to Level 1 OC exposure as part of their initial requirements before being certified for duty. All personnel completed the course meeting standard and with no injuries.
  • I acted as an assistant instructor for a block of instruction focusing on correctly filling out law enforcement forms and conducting suspect and witness interviews. I continually assisted students with how they could improve and even introduced them to new interview techniques.
  • I have served as an Incident Commander for a bomb threat incident on Naval Base Guam involving numerous personnel, multiple agencies, and a primarily affected area. The operational period was approximately six hours, requiring the activation of an Emergency Operation Centre, the evacuation of approximately 200 personnel from the affected buildings, and an installation shutdown. The incident was safely handled, with no injuries to responding personnel.
  • I served as Patrol Supervisor during an incident involving a suspect leading my patrolman on a high-speed chase and discharge of a firearm on the installation that put both civilian and law enforcement personnel lives in danger. The suspect was cut off in the chase, and a higher level of force had to be used to restrain the suspect. The operational period of the incident lasted approximately six hours, requiring the activation of an Emergency Operation Centre. The incident included multiple agencies such as NCIS, Emergency Medical Services (EMS), and NBG Criminal Investigation Division. The suspect was apprehended with no injuries to first responder personnel.

As a Staff Sergeant acting as a Military Police Squad Leader, I am responsible for the daily supervision and operations of a Military Police Combat Support Squad consisting of four Sergeants and five Junior Soldiers. My additional responsibilities include overseeing training, deployment/mobilization readiness, professional development, and morale/welfare of my Squad Members and other Soldiers. I also provide technical and tactical guidance to my peers and subordinates in support of Military Police operations. I must also ensure that my Soldiers and I maintain accountability and maintenance of assigned sensitive and high-valued equipment. Additional duties and responsibilities include:

  • Assume the role of a primary Instructor or assistant instructor to train and teach Soldiers on various topics, including Army Warrior Tasks or Military Police Essential Tasks.
  • Prepare to instruct classes using computer-generated presentations, such as PowerPoint Presentations, training aids, verbal presentations, field training exercises, and other practical exercises, to ensure that all soldiers/students understand the learning material and can perform tasks to standard.
  • Instruct and train Military Police Soldiers in Garrison/Law Enforcement tasks such as responding to calls, conducting anti-terrorism/force protection/physical security scenarios, completing law enforcement reports/forms, handcuffing defensive tactic drills, and processing a crime scene.
  • Ensure that, as instructors, Soldiers and students can obtain realistic training for what they may encounter in the field and validate it with installation drills or exercises.
  • Ensure Soldiers understand tactics or procedures during training. If additional training is needed, then as an instructor, conduct and oversee remedial training so that soldiers will meet standards.
  • Conduct classroom presentations and hands-on training regarding numerous weapon systems in the Army in preparation for upcoming weapon qualifications.
  • Perform duties as firearms instructor or range safety officer, ensuring that Soldiers correctly understand how to safely handle firearms and qualify on firing ranges with no mishaps/incidents.

Notable Accomplishments:

  • I served as a primary instructor, overcoming language barriers and a lack of equipment during a subject matter expert exchange (SMEE) with 50 Malaysian MPs, focusing on tactics and techniques for Convoy Security, Route Enforcement, and Civil Disturbance/Riot Control.
  • I created a five-day training plan, with classroom instructions and practical exercises, to teach 100 Soldiers the use of force policies, non-lethal weapons, including OC spray and baton, and mechanical advantage control holds (MACHs). The five-day training culminated with all 100 Soldiers being Level 1 OC exposed and completing the OC course with no injuries and meeting all standards.
  • On multiple occasions, I served as a primary instructor on Preliminary Marksmanship Instruction (PMI) for 100 Soldiers for upcoming individual weapon qualifications. I used the EST 3000 for the Soldiers to practicethe M18 pistol and M4 carbine for all Soldiers to practice the weapons qualification in a controlled environment. On qualification day, I served as a line coach and ensured all Soldiers used their fundamentals correctly. All 100 soldiers who went through my PMI class obtained passing scores and completed the live fire range without injuries.
  • Attended the Interservice Non-Lethal Individual Weapons Course taught by the United States Marine Corps and became certified to instruct, train, and qualify personnel in all military branches in the use of non-lethal weapons/tactics, such as Oleoresin Capsicum (OC) spray, TASERs, batons, non-lethal munitions using M500 shotgun, M320 grenade launcher, flash bangs, stinger ball grenades, and civil disturbance tactics. I also serve as a non-lethal capabilities planner, advising my commanding officer on training soldiers and applying non-lethal capabilities to missions.
  • Attended the Military Police Investigator Course taught at the US Army Military Police School. I am certified to lead investigations due to being a subject matter expert in crime scenes, undercover operations, interviews/interrogations, and forensic evidence. Due to my experience, I have assisted as an instructor in teaching patrolmen how to complete law enforcement forms, conduct suspect and victim interviews, and preserve a crime scene properly while in the field.
