  • Served as the USNMRTC Guam MHS Genesis IT Lead for the MHS Genesis Deployment Project, USNMRTC Guam, from 26 July 2022 to 13 January 2024. I have steered multiple MHS Genesis Solution Group’s transition by deploying over 2000+ medical/non-medical hardware devices valued over 1.8 million dollars, installation of two FetaLink Servers and two CCE Terminal Servers, and testing of all software and hardware to ensure complete validation for deployment. MHS Genesis Solutions comprises the Bedside Medical Device Integration, Laboratory Medical Device Integration, FetaLink Central Monitoring, FetaLink Tracking Boards, 724 Downtime Viewers, iAccess, FetaLink, and Cerner Connectivity Engines (CCEs) device installations. Primary roles and responsibilities consist as primary contact for all IT technical components of MHS Genesis activities and events, as well as issues related to end users regarding assigned application, network, or system; organized IT-related activities, tracks status of inventories, and serves as the primary contact and escalation point of Defense Health Agency Global Services Center (DHAGSC) and Tier III.

These systems enables Department of Defense (DoD) providers to electronically perform patient appointing and scheduling, ordering of ancillaries (Laboratory, Radiology and Pharmacy), outpatient visit documentation, and inpatient documentation. CHCS also supports multiple healthcare administration activities including patient administration, medical service accounting, medical billing, workload assignment and other clinically related functions.
  • CHCS Database Administrator. Maintains and manages CHCS data tables with complex interactions. File-and-table builds setup system functionality, control interactions, and create data feeds to all workload systems. Data Quality begins with the file-and-table build of an MTF CHCS database. Performs many data integrity checks to prevent data corruption through the editing of these files and runs adhoc reports to conduct data table audits.

  • GSC DHA Remedy Ticketing System – I have maintained and managed the overall resolutions of 3,751 plus trouble call tickets for FY2020 to-date under my purview. Systems issues reported includes the CHCS, AHLTA, Essentris, Innovian, Pharmacies ScriptPro-Telepharmacy and Pyxis ES, and the EBMS-Transfusion Blood System.
  • Led as the IT Project Manager for multiple clinical IT system hardware refresh and software upgrades and most recent the configuration management and support of the Pharmacy ScriptPro Windows 10/Server 2012 Upgrade Installation Project to include hardware replacements (i.e., servers, printers, workstations) for MRTC Yokosuka’s Enclave. Sites are the Main Hospital, BHC Iwakuni, BHC Atsugi, BHC Sasebo and Annex Hairo and BHC Chinhae. In an effort to improve the IT support provided to the Pharmacist, I met with key stakeholders from each site respective Pharmacy Department, the Materials Management Department, the DHA Pharmacy Program Manager and the ScriptPro Vendors to lay out a plan the deployment scheduling and the delivery of servers, workstations and printers connected devices. This effort included all initial device testing, network documentations and the submission of the application Ports and Protocols Security Management (PPSM) for DHA. I acted as the site IT Project Manager and led all weekly calls with the DHA Enterprise Project Team deployment to ensure that all required updates and data calls were responded to in a timely manner. My efforts resulted in improved communications and clear line of responsibility among all vested parties. With my project management skills, my efforts to communicate the scheduling and deployment of all hardware devices resulted the system fully functional and available “on-time” of the go-live date for the facility.
  • In support of the deployment for over 400 new workstations throughout the command, I took the initiative to volunteer and assisted with imaging over 100 workstations.

  • As the Information System Security Officer (ISSO), I am responsible for the Command's Automated Information System (AIS) Security Program which requires the authority to implement the program for four major AISs: 1) 600+ microcomputers; 2) Eleven (11) Novell Local Area Networks; 3)A Bull Honeywell DPS6000 Minicomputer System; and 4) the AT&T 3B2 Minicomputer System. Also, units consist of thousands of associated interface/peripherals of hardware and software physically distributed throughout the entire command. I held a secret clearance.
  • Responsible for planning, organizing, implementations, coordination’s and the directive for the Information System (IS) Security Program. Acts as staff level focal point and technical advisor for all IS Security matters for the command.
  • Participates and make reviews in the design and implementation of new or revised systems. I have developed procedures, methods or techniques to assure that protection of equipment as well as sensitive/unclassified information, financial, personal and proprietary copyright laws, and For Official Use Only information protected in accordance with DOD and DON policies and procedures.
  • I conduct security investigations such as IS security violations (viruses, copyright laws, hardware/software inventory, access controls, theft, etc.), physical security (access controls, key/lock controls, etc.), and personnel/information security (unauthorized disclosure and modification, destruction of information, clearance, etc.). Prepare and submit the Incident/Complaint Report and the Missing, Lost, and Stolen Report.
  • Monitors the Command's local database/inventory of all computer hardware, software and associated computer resources.
  • Provides assistance to Network Administrators, System Administrators, Programmers and End User Community on IS security.
  • Develops and maintains the local Information System security policies and procedures (i.e., PWCGUAMINST 5239.1 and 5239.2 and various user and Standard Operating Procedures) which defines the scope and objectives of the Information System Security Program, establishes guidelines, instructions and standard operating procedures covering all aspects of Information System Security (i.e., hardware, software, communications, networking, personnel, physical security, information security, administrative and operational procedures, and all other requirements for an Information System Accreditation), and establishes short- and long-range Information System Security goals.
  • Coordinates and conducts meeting for the IS security staff members responsible to carry out policies and procedures to system users for IS Security Minimum Mandatory Program Requirements.
  • In the development and implementation of the IS Security Program, performed projects and studies consisting of identify and evaluating IS vulnerabilities and threats, determines the risk involved and develops and implements adequate safeguards to protect IS resources
